Leaders of the agribusiness want to change the rules of Mercosul
The Expodireto hosted on this Thursday (14th) the Soybean Brazil Forum, event promoted by Rural Channel, which discussed the future of soybean and the policies of Mercosul. During the meeting the problems that harm the rural producers were discussed, as well as what has to be done to change this situation.
The forum started with the presentation of the chief economist of the Agriculture Federation of Rio Grande do Sul (Farsul), Antônio da Luz, who highlighted the fact that Brazil has the second economy more closed in the world. He also severely criticized the Mercosul, since the Brazilian producers are forbidden of acquiring agricultural supplies in the countries of the group. “The Mercosul is not in fact a free trade area”, states Luz.
The economist mentioned that, in Brazil, the supplies are more expensive because of the tax burden. However, that is not the main problem. Luz explained that, in reality, there is not a law that can stop the producers of acquiring supplies in Mercosul. “The problem is in eight procedures of the Mapa (Ministry of the Agriculture, Livestock and Supply) which make it impossible, in the practice, to do the importing”, argues the representative of Farsul.
The state deputy Ernani Polo presented a lecture in the sequence and he emphasized that the Mercosul affects the agribusiness sharply, since it does not work as free trade for supplies. The parliament member also approached an old national problem: the bureaucracy. “With Anvisa, Mapa or the Ministry of the Environment, the bureaucracy for registration and for the registration release of chemical products is much slower than in other countries”, criticized Polo.
The rural producer and director of the Brazilian Association of Soybean Producers (Aprosoja) in Rio Grande do Sul, Décio Teixeira, commented that it is an annoying shame for the Brazilian producer the fact that the machinery produced in the country is commercialized by half the price in other countries of Mercosul. “Our costs increase year by year and the pieces much more. We have every time less (rent)”, says Teixeira.
The forum was closed with the explanation of the federal deputy Alceu Moreira, president of the Parliamentary Front of Agriculture and Livestock. According to him, after the election in October, it has been created an appropriate environment to discuss the topic. “We have to create the opportunity for a forum in Brasília able to reunite all the production sector and build a proposal of Mercosul to be presented to all the countries. It is not with hate and anger (that we will build something). We have to create a project that can be good for Uruguay, Argentina, Paraguay and for us. Today, it has not been good to anybody”, compared Moreira.
Soil Handling
Before the Soybean Brazil Forum, the researcher of the Soybean Embrapa, Osmar Conte, presented the technical panel “How the soil handling defines the availability of water to the cultures”. The specialist states that it is necessary to invest in the soil covering to reach a larger water infiltration and humidity conservation. “Unfortunately, after 40 years of the adoption of Direct Planting, we have seen erosion and water runoff in plantations, which is showing a handling that is not satisfactory”, said Conte.
The adequate soil handling, according to Conte, can increase the volume of water stored in the root zone, increase the availability of water and the root volume and increase the efficiency of absorption in the roots. “After all, a good soil handling is the best insurance for the producer”, he stated.
